Prof Hadi EltiganiPanellist– The role of excellence models in nation building
Professor Hadi Eltigani, Vice President at Dubai Electricity & Water Authority, Coordinator General of Sheikh Khalifa Excellence Award and Chairman of the Emirates Quality Association, UAE

Professor Eltigani is one of the pioneering figures promoting Quality and Excellence in the UAE and the Arab world. Among his many achievements are the establishment of the Dubai Quality Award in alignment with the EFQM model in 1997; the setting up of the Sheikh Khalifa Excellence Award SKEA, the Abu Dhabi Government Excellence Award and the Sheikha Fatima International Award for Innovative Arab Youths. Professor Eltigani has been honoured and recognised by the Dubai, Abu Dhabi and the Federal UAE Governments for his contribution to quality and Excellence and been a recipient of the renowned Kano Medal as an Excellence Catalyst in the Middle East as well as the EFQM special recognition for promoting Excellence in the Middle East. Internationally, he is the Winner of the renowned Harrington-Ishikawa Professional Medal in 2016 and in August 2018, Professor Eltigani was awarded the President’s Award for Demonstrated Excellence by APQO International Individual Award Awards Committee in recognition of his distinguished and exemplar implementer of Excellence.

Dr. Zeyad El Kahlout, Senior Quality and Excellence Advisor, Dubai Government Excellence Program (DGEP)

Dr Zeyad El-Kahlout is the Senior Quality and Excellence Advisor of Dubai Government Excellence Program (DGEP). Dr Zeyad holds a PhD in Quality Management from University of the West of England, Bristol, UK. He is an EFQM approved assessor, certified Knowledge Manager, and senior member in the American Society for Quality. Before joining the Executive Council he was an Assistant Professor and Assistant Dean in the Productivity & Quality Institute, Arab Academy for Science & Technology, Alexandria, Egypt. Dr Zeyad has led hundreds of consultancy projects in Quality, Excellence and Assessment of Excellence Models & Criteria.

Areej Al Hemeiri, Manager of Government Excellence Department, General Secretariat of the Executive Council, Abu Dhabi, UAE

Areej is Manager of the Government Excellence Department in Abu Dhabi, and Managing Abu Dhabi Excellence Award for excellence performance for three cycles since 2013. She is a Government professional with a comprehensive understanding of organisational excellence with more than 18 years of experience working in the government of Abu Dhabi in various sectors such as Energy, Judiciary, and Central Government. Areej started her career at Abu Dhabi Distribution Company in 2000 in the Laboratory Department, as a chemist; she was provided the opportunity to work as quality coordinator, which allowed her to gain knowledge and experience in Management Standards (ISO9000, ISO 17025) and Practices EFQM framework with Sheikh Khalifa Excellence Award as an assessor. In 2008 Areej joined Abu Dhabi Judicial Department (ADJD), in her time at ADJD she had the opportunity to expand her horizon and work on projects such as ADJD Strategy, Performance Management System, ADJD Quality Management System, ADJD Environment, Health/ Safety Management System and in Customer Service Management. In 2013 she joined Abu Dhabi Excellence Program Office, where she mainly supervised the Award Management. Areej holds M.Sc. in Organizational Excellence from Hamdan Bin Mohammed University and a BSc in Chemistry from United Arab Emirates University.

Ravi is a Business Excellence and Innovation professional with more than 20 years’ experience working with Australian and Global organisations. Having started his professional career as a process improvement specialist with Accenture, Ravi has worked with leading management consultancies like Deloitte, CGI and SAI Global to deliver tailored improvement and innovation solutions to global clients. Ravi is the Managing Partner for Thrive Plus – a business solutions and technology services company specialising in Business Excellence enablement. In addition to his work with Thrive Plus, Ravi is currently an Advisory Director and the CEO of Business Excellence Australia, Australia’s representative on the Global Excellence Model Council. Ravi is also a member of the ASQ Organisational Excellence Technical Committee and the NSW Chapter Lead for the Australian Organisation for Quality. Ravi has extensive experience in guiding organisations through transformational change initiatives leveraging international Excellence Models and recognised innovation frameworks. His focus in recent years has been the development and implementation of technology solutions that enable Business Excellence with a focus on predictive analytics.

Patrick Lim, Director (Business & Service Excellence), Enterprise Singapore, Singapore

Patrick is Director of Business & Service Excellence in Enterprise Singapore (ESG), a government agency tasked to help companies build capabilities, access global opportunities and create good jobs for Singaporeans. He oversees the Business Excellence (BE) initiative, a programme that enables companies to adopt management best practices and improve performances. This includes facilitating the growth of targeted high-growth companies through BE intervention, which helps to identify key strengths & areas for improvements, and ultimately a roadmap for growth and competitiveness for these companies. Prior to his current portfolio, Patrick spent nine years driving entrepreneurship development. He was involved in enhancing the entrepreneurial culture in Singapore; formulating policies and programmes to strengthen entrepreneurship ecosystem; and working with partners to accelerate growth of promising start-ups. Patrick is a firm believer in enterprise development, which is the main driver for his tenure in Enterprise Singapore for more than 16 years. He derived satisfaction in witnessing the growth of promising companies, as he sees them as the future growth engines for Singapore.

Russell Longmuir, CEO, EFQM, Belgium

Russell started out as a banker in London and New York before moving into Management Consultancy where he spent 20 years working as a Partner at PwC/IBM, KPMG and the German strategy consultancy Zeb. In 2015, he became the CEO of BQF (the British Quality Foundation) where he got his first taste of the Excellence world and the EFQM and his first chance to lead and transform a company rather than a division of a multi-national or a client. If there is one main theme running through his career it would be planning and delivering organisational transformation and large-scale change projects. He worked with companies and led businesses across many countries in Asia and Europe and in the US as well as working with organisations in multiple industries and sectors from banking to aviation, retail to mining. In addition, he has also worked with tech several start-ups as a Board Advisor or CEO coach which has helped develop his biggest passion of understanding and helping shape the DNA of organisations and their leadership, culture and strategy.

Prof. Ibrahim Rawabdeh, Executive Director of the King Abdullah II Center for Excellence

Prof. Rawabdeh worked in a number of leading positions in many fields and locations, including the academic sector, where he began his career as a faculty member in the Department of Industrial Engineering at the University of Jordan. He also worked as The Director of the Center for Counseling and Training and the Chairman of the industrial Engineering Department. He was the director of the Jordanian-European Institute for Business Development and The Executive Director of Amman Chamber of Industry and Chairman of the board of Jordan Society for Quality. He has more than 50 published papers in the field of industrial engineering in general, and quality management and excellence in particular. Prof. Rawabdeh has a wide experience in the field of excellence as a consultant, trainer and team leader in the assessment process of several Excellence Award in Jordan, UAE and SA such as DGEP, SKGEP, ADEP, AJEP, KAQA, MECCA and KAIIA. He worked as a senior excellence advisor in Dubai Electricity and Water Authority (DEWA).

Suresh Lulla has made a mark through his work in the field of Quality. He is a veteran professional with 50+ years of experience as a management consultant, speaker, trainer, author, and storyteller. His areas of specialization include, Problem Solving, Process Excellence, Performance Excellence, Benchmarking for Best Practices. Mr Lulla was mentored by Dr J M Juran, ‘the father of Quality’, who along with Mahatma Gandhi and Shri Ramkrishna Bajaj form the trinity of his role models. In 1987, he founded Qimpro Consultants, India’s first focused quality management consultancy based on The Juran Trilogy. Since inception, Qimpro has saved Indian corporates over US$ 3 billion in terms of cost of poor quality, using the Juran methodologies. In 2007, Mr Lulla founded BestPrax Club Pvt. Ltd. as the exclusive Indian member of the Global Benchmarking Network. Suresh is Chairman, IMC Quality Awards Committee which adjudges the IMC Ramkrishna Bajaj National Quality Award as well as the IMC Juran Medal; Executive Mentor, Emerging Quality Leaders Program, American Society for Quality; and Director, Membership Retention and Engagement, Global Benchmarking Network.

Dr Robin Mann, Director, Centre for Organisational Excellence Research New Zealand

Dr Robin Mann is Head of the Centre for Organisational Excellence Research, Massey University, New Zealand, Chairman of the Global Benchmarking Network, Co-Founder of BPIR.com Limited – a best practice website resource, Founder of the International Best Practice Competition and Organisation-Wide Innovation Award, and Founder of the TRADE Best Practice Benchmarking Methodology which was initially developed for the New Zealand Benchmarking Club. The TRADE methodology is the cornerstone of the Dubai Government Excellence Program’s “Dubai We Learn” initiative whereby Robin has overseen 24 benchmarking projects since 2015. Robin serves as a Business Excellence Advisor to many countries and has recently served as a technical coordinator for the Abu Dhabi Government Excellence Award and Mohammed bin Rashid Government Excellence Award. Robin was awarded the Harrington/Ishikawa Medal in 2011 for contributions to the advancement of quality in the Asia Pacific region. Dr Mann is originally from the UK where he obtained his PhD in TQM at Liverpool University in 1992. Finally, Robin is currently overseeing a research project involving 30 countries to understand how the design and deployment of business excellence initiatives impact on nation building – hence his interest in chairing this panel.

Darin Atteberry, City Manager, Fort Collins City, United States

Darin Atteberry is the city manager in Fort Collins, Colorado, a position he has held since 2004. In that time, he has led the organization through a time of transformational change, from a “trust us” model of governing to one that is data-driven and performance-based. In 2017, the City of Fort Collins became the third city in the program’s history to receive the prestigious Malcolm Baldrige National Quality Award for performance excellence, due to its focus on continuous improvement, community engagement and innovation. Darin is now leading Fort Collins through a voter-approved initiative to build a fifth utility to provide high-speed broadband service to the entire community. Darin serves as Vice Chair of the Alliance for Innovation and is a member on both the Communities of Excellence 2026 Board and the Center for Public Safety Excellence Board of Directors. In 2013, Darin was named Entrepreneur of the Year by the Colorado State University College of Business. In 2016 he was elected as a Fellow with the National Academy of Public Administration. Recently, Darin received the Colorado Governor’s Citizenship medal, recognizing him as a leader who serves the public with innovation, operational excellence and progressive vision.

Chuah Kee Heng, Managing Director, SP Services, Singapore

Kee Heng’s professional career began in Citigroup Corporate & Investment Banking Group. After Citigroup, he joined Temasek Holdings as Associate Director, Investments. While he was in Temasek he was involved in investments in financial services, transportation, logistics, energy and real estate sectors. Kee Heng is currently MD, SP Services. Previously he headed Strategic Development overseeing the strategy, corporate planning and business ventures functions for SP Group. Kee Heng received his Bachelor’s Degree (First Class) in Electronics Engineering from University College London. He has a Masters in Applied Finance from University of Adelaide and an MBA from the Booth School of Business, University of Chicago.

Charles Aubrey is an Executive Coach and Consultant at Aubrey Partners. He is a Master Lean Six Sigma Black Belt. He was formerly President and is now Chairman, Asia Pacific Quality Organization, International Advisory Panel. He is an Academician and Board Member of the International Academy for Quality. Charles was formerly a Vice President at Sears Roebuck & Co., American Express Corp., J.P. Morgan Chase and Bank America. Charles also worked as Vice President Consulting for ten years, primarily with Dr. Juran at the Juran Institute. He is a former President and Chairman of the American Society for Quality and is a Fellow of ASQ. He was a Senior Examiner for the Baldrige National Quality Program and is a retired Captain from the United States Navy. Chuck is a 2006 recipient of Harrington/Ishikawa Medal for his extensive quality contributions in Asia and was awarded the Founders Medal of International Academy for Quality. He has written two books, Quality Management in Services and Teamwork-Involving Employees in Quality and Productivity. He has published over 150 articles and papers.

Started her career with Higher Colleges of Technology (HCT) in 2004 and moved to Al Ain Distribution Company (AADC) in 2007. As Business Process & Excellence Specialist at AADC, she lead various improvement initiatives and projects as AADC Afkaar Committee, AADC Excellence Award (1st cycle), Innovation & Creativity Fair and played a vital role in the preparation of Management Documents and conducting awareness sessions for over 800 employees for awards as ADAEP and SKEA. Since 2012 she has been involved in various excellence programs and awards. Sara is certified EFQM Trainer and Assessor, participated in several award assessments on National level; Lead Assessor for Emiratization Award; Assessor for Dubai Government Excellence Program (DGEP) Employee Excellence Category; UAE Innovation Award, shjSEEN Award; and H.H Sheikha Fatima bint Mubarak Award for Woman Athletes. On the International level, Sara assessed in several EFQM Recognised for Excellence (R4E) Assessments, and EFQM Global Excellence Award in 2018. She has Masters in Business Administration.

Nelson Chia joined Philips Singapore, in 1979, benefiting from the very structured and systematic business and quality management practices at Philips NV. He chaired a Company Wide Quality Improvement Committee to put in place quality and business excellence programs to build the awareness, mindset and best practices for quality and continuous improvement to make Philips Singapore the first Philips Factory outside Europe to attain the coveted Philips Quality Award in 1994 and the prestigious Singapore Quality Award for Business Excellence (SQA) in 1998. In year 2000, Nelson joined Systems on Silicon Manufacturing Company, a new Wafer Fabrication joint venture of Philips, TSMC and EDBi, Singapore. He set up a very robust Quality Management System and Business Excellence Framework in SSMC to attain the SQA in 2005 and SQA with Special Commendation in 2013. In 2014, Chia left SSMC and set up his own management consultancy company, My Virtual Resource Pte Ltd, helping MNCs and SMEs on their journey to Business Excellence. He is a National Lead Assessor since 1998 and a member of the Singapore Quality Award Management Committee from 2010 to 2013. He is also the convener of Quality Management Systems for Enterprise Singapore.

Mangalika de Silva is the President of Sri Lanka Association for Quality (SLAQ), Vice President Administration and APQO-GPEA Secretariat, Asia Pacific Quality Organization. She is a Lead Auditor in management system certification (Quality, Environment, Food Safety, Health & Safety and Energy) and a qualified Lead Tutor for IRCA approved Lead Auditor Courses. Previously Senior Deputy Director at Sri Lanka Standards Institution (SLSI) worked in exports, imports, product certification and standards formulation divisions while serving as a trainer, auditor, SLNQA examiner; and Scientist at Tea Research Institute. She was the editor for ‘’SLSI Bulletin’’ and SLAQ’s “Quality Today”. Launching of “Total Quality Education” (TQE) concept in schools in Sri Lanka with the approval of Ministry of Education is a great achievement under her leadership. Mangalika holds a BSc (Hon), MSc (Analytical Chemistry) and MBA from the University of Colombo. She is an Attorney-at-Law with LLB, a Chartered Chemist, a Member of ASQ and a Fellow Member of SLAQ. Mangalika is the recipient of APQO’s MMG Medal for Professional Woman in Quality Leadership (2010), Quality Pioneer Award (2013) by WCTQEE, APQO Women Award (2016) and APQO Special Recognition Award (2017) in recognition of her commitment for quality.

Robert Camp is a leading authority on benchmarking and its use to obtain best practice knowledge and superior performance. Dr. Camp’s business career includes DuPont, Mobil Oil, and 23 years with Xerox Corporation. While at Xerox, he created benchmarking programs and led large-scale benchmarking investigations. Camp has presented the Xerox benchmarking experience at major events in 33 countries throughout Europe, Asia Pacific, Africa, and the Americas. He is the author of the best-selling Benchmarking: The Search for Industry Best Practices that Lead to Superior Performance first published in 1989 and now available in thirteen languages. Together with Benchmarking: Finding and Implementing Best Practices (1995) and Global Cases in Benchmarking: Best Practices from Organizations Around the World (1998), these books share his insight and extensive experience. Ahmed has participated on number of research and benchmarking projects, such as Excellence Makers – Dubai We Learn for two cycles, development of vocational standards for Ministry of Labour, Asian Productivity Organisation Business Excellence Guide Book. Ahmed has an active role in increasing awareness of quality and benchmarking within Bahrain and gulf region, through organising and delivering workshops and training sessions to Bahraini organisations, especially SMEs and non-profit organisations. Prior to BPIR.com he worked as a Quality Specialist at the Labour Market Regulatory Authority and Aluminium Bahrain. His experience includes implementing quality management programmes in industrial laboratories, educational institutes and government departments.

Pal Molnar, Professor for Quality Management and Food Quality and Safety at the University of Szeged (Hungary). He studied Food Technology and Biochemistry at the Humboldt University of Berlin. He got PhD by the same University in 1972 and DSc by the Hungarian Academy of Sciences in 1996. Now he is President and CEO of the Hungarian National Committee of the European Organization for Quality (EOQ). He has been Hungarian National Representative in the EOQ since 1994, its Vice President 1999-2003. Pal was Vice President of the International Academy for Quality (IAQ) in the periods 2005-2008 and 2008-2011 and President from 2015-2017. Now he is the Chair of IAQ for the period 2018-2020. He was Congress Chairman of the 44th EOQ Congress in 2000 and of the 55th EOQ Congress (World Quality Congress) in 2011 as well as of the 1st World Quality Forum of IAQ in Budapest and the 2nd World Quality Forum of IAQ in Bled/Slovenia in 2017. Professor Molnar has been invited lecturer of many international Quality Conferences and he is Honorary Member of the Croatian Quality Organization and of the Philippine Society for Quality. He is recognized by several other awards in Hungary and abroad.

Brett Trusko began his career with Coopers and Lybrand where he earned a CPA certification. He became the CFO of a major hospital in Seattle after which he became a management consultant, becoming global Managing Director in charge of the “Quality Practice” at BearingPoint. After 25 years he left consulting for academia. He continues to consult, and is currently Assistant Professor of Biomedical Informatics at Texas A&M University where he works on Big Data Analytics and Natural Language Processing. He is the President and CEO of the International Association of Innovation Professionals, a global association of innovation professionals with over 2000 members in 84 countries, and Editor-in-Chief of the International Journal of Innovation Science. He is also the Secretariat to ISO 279 (Innovation Management), for the United States delegation. He has a Doctorate in Business Administration and Technology Management. He has several professional certifications including Certified Innovation Professional and Manager, Certified Project Manager and a certified Six Sigma Master Black Belt as well as practitioner in “Lean” methods. He has authored several books on quality and innovation. His 2015 book, the “Global Innovation Science Handbook”, won a PROSE Award in the category of engineering and technology.
